    John TruscinskiUConn CIRCAFlooding in Connecticut: Past, Present, and Future Nightmares Flooding is the most frequent and costly natural disaster in the United States, causing over $180 billion in damages annually. In Connecticut, over 600 miles of tidal shoreline and major inland rivers face growing risks from storm surge, sea level rise, and intense rainfall. The Connecticut Institute for Resilience and Climate Adaptation (CIRCA) was established in 2014 to increase community resilience across the state to the growing impacts of climate change. The approach that has evolved within CIRCA's outreach is one of applied interdisciplinary science in partnership with state agencies, municipal government, the private sector, and local communities to address critical flooding challenges. In 2018, the Resilient Connecticut program was funded and developed through the HUD sponsored National Disaster Resilience Competition (NDRC), with the goal of developing a resilience project pipeline for Connecticut. This seminar examines Connecticut's flooding challenges and mitigation efforts through the lenses of past, present, and future. Historically, catastrophic events such as the 1938 Hurricane and floods of 1955, shaped federal flood control policy and led to extensive infrastructure construction by the U.S. Army Corps of Engineers. The 1968 National Flood Insurance Program was created to shift communities toward more proactive floodplain management and away from post-disaster federal support but largely resulted in the intensive growth of development in areas exposed to increasing flood risk. More recently, responses to Hurricane Irene (2011) and Superstorm Sandy (2012), evolved as emphasis in federal flood policy shifted to non-structural approaches such as "nature-based solutions" and managed retreat. Looking forward, sea level rise will transform today's rare major floods into routine events. The seminar will focus on efforts to translate flood science into actionable decision-making and policy in Connecticut.
