Her research interests broadly center around improving behavioral health outcomes and access to mental healthcare among people with multiple marginalized identities (e.g., autistic and neurodivergent individuals, racial/ethnic minorities, LGBTQIA+). As the director of the Intersections Lab at BC, she and her students aim to leverage expert knowledge through collaborations with people with lived experiences, families, community partners, and mental health professionals, ultimately with the goal of reducing disparities and developing accessible interventions for marginalized children and adults.

She completed her Ph.D. in School/Applied Child Psychology at McGill University in Canada and an APA-accredited clinical internship in Health Service Psychology (Pediatrics) at the Marcus Autism Center at Emory University and the Children's Healthcare of Atlanta. Dr. Sivathasan is trained as a child psychologist, having specialized in psychodiagnostic, psychoeducational, and early autism assessment, as well as in cognitive-behavioral interventions for diverse child and adolescent populations. She then gained additional training in mental health and suicide risk assessments among autistic adults through a postdoctoral fellowship in the Department of Psychiatry at the University of Pittsburgh.

- 4:00 PM1hTax Enforcement by the Private Sector: Deputizing Tax InsurersThe IRS is outgunned when trying to ensure compliance by large corporations and other sophisticated taxpayers, but the private sector might be able to help. This talk argues for using a private sector party—tax insurers—to expand the IRS's enforcement abilities. Tax insurance is just insurance: If an insured tax position is successfully challenged by a tax authority, the insurer commits to paying the additional taxes owed (plus interest and penalties), up to the policy limit. This talk proposes that the IRS take advantage of insurers' informational and capacity advantages by effectively deputizing insurers as private sector tax enforcers, treating the positions they insure as having been "sustained" in a private "audit." With the right combination of sticks and carrots, private sector tax enforcers could be incentivized to live up to their commitment to "sustain" only strong positions, and taxpayers could be incentivized to pursue "audits" by private sector tax enforcers that live up to those commitments. The talk also identifies the potential concerns the proposal would need to overcome to harness a growing private sector industry for the public good. Recommended Reading: Heather M. Bloom provides a place for group members to discuss issues unique to their experience at a predominantly white institution (PWI), including academic stress, relationships, race/ethnicity related stress, familial pressures and navigating cultural expectations. There will be an emphasis on healing, maintaining healthy relationships and setting boundaries. Bloom means to be open, blossom and to maintain flourishing conditions that help us grow.
